World Bank
Civil Society Policy Forum: Spring Meetings 2025

April 22-25, 2025. Washington, DC

In April 2025, GCR collaborator and volunteer Kevin Leung travelled to Washington, DC, to participate in the World Bank–IMF Civil Society Policy Forum during the Spring Meetings, where civil society leaders engaged the Bretton Woods institutions on the future of global finance and development. His visit created an important opportunity to introduce the Global Carbon Reward’s novel use of strengthened central bank mandates and Carbon Quantitative Easing (CQE) to a forum that is actively exploring new tools for financing climate action and just transitions. By highlighting how a coordinated central bank “carbon alliance” and CQE could underpin a robust price floor for carbon rewards, Kevin helped to connect the GCR policy architecture with emerging debates in Washington about reshaping the global financial system to meet climate and development goals.
